MSK-IX joins Memorandum on promoting Cyrillic addresses

MSK-IX has signed the Memorandum on Expanding Support for Internet Addressing Tools Using the State Language of Russia. The document is aimed at expanding the use of Russian-language domain names and email addresses, thereby making the digital environment more comfortable and accessible for millions of users.

The signing ceremony took place during the Russian Internet Forum (RIF 2025). The initiative was launched by the Coordination Center for TLD .RU/.РФ and is aimed at expanding the use of Russian-language domain names and email addresses. MSK-IX was a key participant in the signing ceremony, underscoring its significant role in the development of Russia’s digital infrastructure.

The Memorandum brings together the efforts of leading industry players: registries and registrars of Russian domains, technology companies, software developers, as well as scientific and public organizations. The Memorandum lays a foundation for further implementation of internationalized domain names (IDNs) and email addresses (EAIs), helping to create a more inclusive digital space for users in Russia who do not work with the Latin alphabet.

MSX-IX Director General Yevgeny Morozov commented: “The development of a multilingual internet is not just a technological task, but a strategic priority that directly affects the accessibility of digital services for all citizens. MSK-IX, as a key company shaping the Runet infrastructure, is committed to actively facilitating this process. We believe the implementation of Cyrillic addresses at the software and network protocol level will encourage the growth of national content and strengthen Russia’s digital sovereignty. Our work under the Memorandum will focus on ensuring the stability and security of the multilingual address space.”

Signing the Memorandum is an important step towards creating a fully-fledged linguistic environment in the Russian segment of the internet. It will support the development of domestic software, raise digital literacy, and strengthen the position of the Russian language in the global digital space.
